Car Accident Advice: Someone hit me and doesn't want to go thru insurance?

Someone recently hit my car while it was parked across the street from my house. I almost thought it was a hit and run till I found their business card on my windsheild. I called her and she said she'd rather not go through her insurance but pay me directly for the damage to my car. I have been in accidents where I was hit but usually the other person just gives me their insurance info and I call them and get my car fixed fast, no problems. So I was already a little hesitant about agreeing to this, but I figured as long as it gets fixed it should be alright. Right off she said, Oh thats really high,(almost a 1000) and I reminded her that the damage is pretty severe, she backed into my rear passenger door, now entirely dented and scratched up. Hello Yesterday, I passed my driving test and am, of course, really looking forward to driving. I spotted a Renault Clio I liked with a 1.1 litre engine. I insured myself with Provisional Marmalade while I was still learning, so I could drive my mum and dad's car as additional practice. Prov. Marm. have another part to their company, Young Marmalade for newly passed drivers, apparently giving you the best quotes, however I couldn't find anything under 3000! I am a 17 year old boy living in the Northeast of Scotland, one of the most common places for a collision in the whole of the UK. However, I am not in anyway a dangerous driver. My dad has been driving for 50 years and told me he feels very safe while driving with me as a learner, and I always stay within the speed limit, with the exception of if I don't realise I'm doing over the limit. My mum and dad have been saving some money for me for about 10 years, but it's only about 1300, and I don't have any more money apart from that. It's not going to be enough and I have really been let down by the insurance, because that Clio I saw was 600. The lowest quote I managed to find was 1634.70 a year from the Co-Operative Young Driver insurance, and with that you get a device fitted in your car to monitor how you drive, and if you drive within speed limits, and safely, I guess your monthly cost comes down a little bit. Anyway, I'm waffling on here. My question was, does anybody know of a REALLY good insurer for 17 year old boys who would: -take their price down for one of thse devices being fitted -offer decent discounts for Pass Plus or an Advanced Driving course? A car and amazingly cheap insurance would mean the world to me at the moment, because there's nothing worse than the feeling of only getting 1 minor fault on your test then realising you can't drive due to the greedy bastard insurance companies. I need help with car insurance, I'm having some problems. Okay, I'm a 21 year old single, never married, male and I got my driver's license when I was 18 in March 2008. My younger brother even, he's had his license for a year, he's 19, and had 3 speeding tickets and still pays less than me. On average for my car insurance rates, getting quotes online range from about $1500 all the way up to $2500 for 6 months! I used old vehicles, new vehicles, safe vehicles, unsafe vehicles, every kind of car/truck you could imagine and my projected rates are still through the roof. For example, for full coverage with the minimum amounts and highest deductibles, my insurance on a 2010 Mazda 3 would be about $1800-$2300 for 6 months. However, I also got a quote for a 1997 Ford Escort and the same exact coverage is still $1200-$1300. I don't get why my rates are so much higher. A coworker of mine is 21 years old, not married, no tickets, and has had his license since 18 like me, and he has a 2007 Mazda 6 and he only pays about $170 a month, which translates to about ~$1050 for 6 months. I put in my information including SSN on the same company's web site that he uses (Geico) and my insurance rates are about $1700 for 6 months. So my question is why are my insurance rates so high?
